Scope of Services
The VA is seeking qualified vendors to provide end-to-end customs brokerage services for pharmaceutical imports:
- Preparation and filing of U.S. Customs and Border Protection (CBP) entry documentation
- Classification of pharmaceutical products under the Harmonized Tariff Schedule (HTS)
- Coordination with the FDA for import alerts, prior notice filings, and compliance with 21 CFR regulations
- Duty calculation, payment, and reconciliation
- Handling of controlled substances in compliance with DEA requirements
- Coordination with VA distribution centers and third-party warehouses
- Recordkeeping and audit support in accordance with federal regulations
Regulatory Compliance
Maintains compliance with all applicable federal regulations governing pharmaceutical imports, including:
- CBP Regulations (19 CFR): Entry filing, bonded warehouse operations, and broker licensing
- FDA Import Requirements (21 CFR Parts 1–99): Prior Notice, Import Alerts, and drug establishment registration
- DEA Compliance: For Schedule I–V controlled substances, where applicable
- VA Acquisition Regulations (VAAR): Vendor eligibility, small business set-asides, and SDVOSB preferences
